- Preheat your oven to 375 degrees F (190 degrees C). Lightly grease a 9x13 inch baking dish.
- Cook the ground beef and chopped onion in a large skillet over medium heat until the beef is browned and the onion is soft. Drain off any excess grease.
- Stir in the cream of mushroom soup, cream of celery soup, milk, uncooked rice, water, salt, and pepper into the skillet with the meat mixture. Mix well to combine.
- Pour the entire mixture into the prepared baking dish.
- Cover the baking dish tightly with aluminum foil.
- Bake for 30 minutes. Remove the foil and sprinkle 1 cup of the shredded cheddar cheese over the top.
- Return the casserole to the oven, uncovered, for another 5 minutes, or until the cheese is melted and bubbly.
- If using the topping, mix the remaining 1 cup of cheese with the crushed crackers. Sprinkle this mixture over the casserole and bake for 5 more minutes until the topping is golden brown.
- Let the casserole stand for 5 minutes before serving.

Notes
You can substitute other condensed soups, like cream of chicken, for variety. If you prefer a richer flavor, use 1 cup of cooked rice instead of uncooked rice and reduce the added water to 1 cup. Adjust baking time if you use cooked rice.
