- Preheat your oven to 375 degrees Fahrenheit (190 degrees Celsius). Lightly grease a 9x13 inch baking dish.
- Brown the ground beef and chopped onion in a large skillet over medium heat. Drain off any excess grease.
- Stir the cream of mushroom soup, cream of chicken soup, milk, cooked rice, frozen vegetables, salt, and pepper into the skillet with the meat mixture.
- Mix in half of the shredded cheddar cheese.
- Pour the mixture evenly into the prepared baking dish.
- Top the casserole with the remaining half of the shredded cheddar cheese.
- Bake for 30 minutes, or until the casserole is bubbly and the cheese is melted and lightly browned.

If you do not have quick-cooking rice, you can cook 1 cup of dry rice according to package directions and add it to the mixture. For a dorm setting, you can often substitute the oven baking step with microwaving in 5-minute intervals until heated through, though the cheese topping may not brown.
